Epidemiological triage is mandatory in accordance with the provisions of Law no. 55/2020 corroborated with HG 856/2020 thereby Art.9. pct 3. Din Anexa III la HG 856/2020 mentions

It is established the obligation of institutions and public authorities, economic operators and professionals to organize the activity in such a way as to ensure, upon entry, mandatory epidemiological triage and mandatory hand disinfection, both for its own staff and for visitors, under the conditions established by the joint order of the Minister of Health and the Minister of Internal Affairs, issued under art. 13 and art. 71 alin. (2) of Law no. 55/2020, with subsequent amendments;

in accordance with the provisions of the Order on the imposition of the obligation to wear a protective mask, epidemiological triage and mandatory disinfection of hands to prevent contamination with SARS-CoV-2 virus during the alert state, epidemiological triage must be applied in public institutions or authorities, operators economic and professionals.

Thus, we specify that, during the alert state, at the entrance to a closed space, be it within a public institution, commercial complex, service unit, etc., the body temperature will be measured both to its own staff and to other categories of persons: visitors, customers, consumers. Also, if a customer has a temperature above 37.3 degrees Celsius, refuses to disinfect his hands or wear a protective mask may be prohibited from entering the enclosure. The temperature measurement – which will be performed by the noncontact thermometer – will add the margin of error provided in the device leaflet. Moreover, if the temperature exceeds 37.3 degrees Celsius, the procedure can be repeated after a period of 2-5 minutes of rest.

  1. In case of a positive test, the employee will remain in isolation at home and will follow the instructions received from DSP.

– The employer will take the necessary internal measures to isolate the direct contacts, their definition being displayed on the DSP website in each county, and he will disinfect the premises where the positively confirmed employee worked. Direct contacts according to the definition will have to be declared by the positive employee in the correspondence he will have with DSP. It is important that direct contact to be isolated as well to prevent the virus from spreading.

A PERSON IS IN DIRECT CONTACT WITH A POSITIVE PATIENT IF HE IS IN ONE OF THE FOLLOWING SITUATIONS

  • A person living in the same household as a COVID-19 patient;
  • Person who has had direct physical contact with a case of COVID-19 (eg handshake without subsequent hand hygiene);
  • Person who has had unprotected direct contact with the infectious secretions of a case of COVID-19 (eg during coughing, touching handkerchiefs with unprotected glove);
  • Person who has had face-to-face contact with a COVID-19 case at a distance of less than 1.5 m and lasting at least 15 minutes without a protective mask;
  • A person who has been in the same room (eg classroom, meeting room, hospital waiting room) with a case of COVID-19 for at least 15 minutes and at a distance of less than 2 m, without a mask protective;

BEHAVIOR TO FOLLOW

  • Isolation at home is required as soon as the status of direct contact has been found. It is recommended the isolation to be done safely (alone). If this is not possible, it is recommended the person to be isolated in a separate room from the rest of the family, using a protective mask and rigorous disinfection when using the common areas;
  • The Public Health Directorate is notified for the confrontation with the information received within the epidemiological investigation from the positively confirmed person. The contacts are established according to the methodology through the epidemiological investigation carried out on the positively confirmed person. It is important that all the information presented is real and correct.
  • If during the period (the 14 days from the date of physical contact) the deterioration of the health condition appears, the emergency number 112 should be called.

ATTENTION!

  • According to the legislation, testing for free SARS-CoV-2 is performed only on people who are in direct contact and who show signs of disease specific to the new coronavirus infection;

MEDICAL LEAVE

Medical leave due to SARS-CoV-2 infection is initially paid 100% by the employer because:

  • employees tested positive benefit from medical leave, for the entire period of isolation.
  • the medical leave is issued by the family doctor and can be issued within a maximum period of 30 days from the end of the isolation.
  • During the period when the employee does not show up for work but does not yet have a medical leave to be sent to the employer, he will be put on the timetable list as unmotivated, and after receiving the medical leave, the correction will be made.
  • the settlement will be done as follows:
    • The first 5 days of medical leave are supported by the employer,
    • and the next days will be supported from the budget of the Health Insurance House.
    • The code for this type of medical leave is 05, and in order to benefit from this type of medical leave it is not necessary to have a minimum contribution period.

Medical leave that direct contacts of people tested positive benefit, they will also benefit from medical leave for the entire period of quarantine. Under the same conditions as the above with two differences:

– The medical leave will be paid 100% for the employee, the settlement will be made in full from the budget of the Health Insurance House.

– The code for this type of sick leave is 07,

– and in order to benefit from this type of medical leave, it is necessary to have a minimum contribution period of 6 months.

The return to work of the employee can be done only after the expiration of the quarantine/isolation period, without the need to present a negative test in this regard.
